Video of how to use and assemble bike bag bracket.
Materials
3D Printer
Filament (PAHT-CF preferred, but PETG may work as well)
1 ft of 1/2 inch aluminum tubing
Note: if you buy the linked tubing, you will need to cut it to 1 ft. They can typically help you with this in the hardware store if you go in person.

If you cannot find M6 hardware in your area, you should be able to use the following instead:

Assembling the Attachment
Put the screws through the holes in the brackets and thread the nuts on to the end of the screws.
Slide the back bracket onto the rails under the armrest from the back of the armrest until it makes contact with the back of the armrest bar and tighten the screws.
Slide the front bracket onto the rails under the armrest from the front of the armrest.
Before tightening the screws on the front arm rest, place the tube in the back bracket, then slide the front bracket over the tube until it stops.
Tighten the screws on the front bracket.
Choosing and Attaching the Bike Pannier
Most bike panniers with rail hooks, rack clips, or quick lock systems should work well with 1/2 in (12.7 mm) tubing.
I chose the REI Junction Pannier because it has an easy to use rack clip system, fits my computer, and has a top access zipper which allows me to access the bag while it is attached to my chair. I found an older version on Facebook Marketplace for a bit cheaper. However, it is not water proof and needs a separate backpack cover to keep every thing dry.
There are many other options online that are waterproof and have various attachement systems. If you live in a city or an area with lots of bikers, it is also worth checking Facebook Marketplace, eBay, or Craigslist.
